PFMO Recruitment 2025 – The Performance and Financial Management Officer (PFMO) Recruitment is an initiative aimed at enhancing the efficiency, accountability, and sustainability of Primary Health Centers (PHCs) across Nigeria.
PFMOs are responsible for overseeing both financial and operational activities within these centers, ensuring optimal utilization of healthcare resources to support the nation’s goal of achieving Universal Health Coverage (UHC).

Key Objectives of the PFMO Program:
- Ensure transparency, accountability, and value for money in PHC financing and resource allocation.
- Improve PHC service quality by tracking financial and operational activities to support data-driven decisions.
- Strengthen reporting mechanisms and enhance resource utilization to support Nigeria’s Universal Health Coverage (UHC) goals.
PFMO Recruitment Qualifications and Requirements
Age: 25 to 45 years old.
Education: BSc/HND in Public Health, Health Administration, Financial Management, Statistics, Business Administration, Accounting, Economics, Project Management, or related fields.
Experience: Experience in PHC management, health program management, or NGOs is preferred. Prior experience in performance and financial management is an added advantage.
Skills: Proficiency in data collection and analysis tools, strong analytical, communication, and reporting skills, and proficiency in Microsoft® Word, Excel, and PowerPoint.
Residency: Applicants must be residents or willing to relocate to the Local Government Area (LGA) of their assignment.
Role Description
Responsibilities: Monitor financial management and spending in PHC facilities, track program progress and operational activities, verify financial and operational reports, and collaborate with Local Government Health Authorities while maintaining independence in reporting
Location: All LGAs across Nigeria.
Duration: 1-year contract (Renewable).

Responsibilities
- Track receipt of fund disbursement to the PHC
- Monitor and report in-eligible expenditure, including adherence to cash withdrawal limits
- Verify if reported income and expenses accurately reflect on-ground realities
- Support the implementation of corrective action plans based on performance and financial audit as directed by the client
- Monitor and report on the implementation of targeted interventions at the PHCs
- Collect data for routine updates of the PHC database (HRH, equipment, infrastructure and services delivered, etc)
- Form opinion on reported utilisation data and observed facility client traffic and report same for various services.
